The initial steps are gathering information about City Market, Niagara Falls, and the surrounding agricultural community. This research will be synthesized and then organized into a SWOT framework (strengths, weaknesses, opportunities, and threats). The consultant team is also identifying national models of historic city markets that have successfully been revitalized
